The Ministry of Commerce of Cambodia (“MOC”) has announced that the login method for the Business Registration System (businessregistration.moc.gov.kh) has been changed from the conventional username-and-password method to login via CamDigiKey account. To continue managing company information already registered in the system, a “Request for Account Ownership” must be submitted through the system.

Companies Affected
The change applies to company information submitted to the system on or before 31 July 2026. Companies submitted from 31 July 2026 onward are expected to be linked automatically to a CamDigiKey account, subject to a separate notification from MOC.

Consequences of Not Completing the Request
The conventional username and password can no longer be used to log in. Until the ownership request is completed, no online procedures with MOC – including the Annual Declaration (ADCE) and amendment filings – can be carried out. MOC has not indicated a deadline for the request; however, companies with upcoming filing deadlines will need to act promptly.

CamDigiKey Accounts
CamDigiKey is a personal digital-ID mobile application (Android/iOS) provided by the Royal Government of Cambodia. Account creation is completed on a smartphone by scanning an identification document (Khmer ID card or passport) and passing a facial verification check. An account can be created and approved from outside Cambodia using a foreign mobile phone number.

Every login to the system requires the CamDigiKey account holder to scan, in real time, the QR code displayed on the portal screen. While the ownership request itself can be completed even if the account holder is outside Cambodia, each subsequent procedure will require the holder’s cooperation at the moment of login.

Steps for the Account Ownership Request
According to the guide published by MOC, the procedure is as follows.

1. Go to businessregistration.moc.gov.kh and click “Logon” on the right-hand side of the screen.
2. Select “Login via CamDigiKey”.
3. In the CamDigiKey app, tap “Scan QR Code” and scan the QR code displayed on the portal to log in.
4. Go to the menu “Transfer Company Ownership” and click “Claim Companies”.
5. Enter the username and password of the existing (old) account and click “Submit”.
6. Verify the list of companies displayed, then click “Claim Ownership” to complete the request.

Where multiple old accounts exist, steps 5 and 6 may be repeated for each account to consolidate all companies under a single CamDigiKey account.

Points to Note
CamDigiKey is tied to a specific individual, not to the company. A decision is required as to whose personal account will hold the company information; if that person later leaves or changes role, the ownership process may need to be repeated.

The username and password of the old account are required for the request. Companies should confirm in advance whether those credentials are held internally or by an external agent.

Implementation Considerations
Two aspects of the new arrangement warrant attention from foreign-invested companies in particular.

First, the choice of account holder is not merely administrative. Because CamDigiKey is a personal credential and every login requires the holder to scan a QR code in real time, the person selected must be reliably available whenever a filing falls due. Where the natural candidate is a director resident outside Cambodia, the practical burden of coordinating each login across time zones should be weighed against the alternative of designating a locally based staff member or an authorised agent.

Second, because the ownership request depends on the old account credentials, companies whose registration was handled by a former agent or a departed employee should locate those credentials before the next ADCE deadline. Where the credentials cannot be recovered, the matter will need to be taken up with MOC directly.
