About JBL Mekong
JBL Mekong was established in Phnom Penh, Cambodia in February 2012 by Mr. Yabumoto to support Japanese companies in entering the Cambodian market, doing business in Cambodia and expanding globally.
It subsequently formed alliances in Vientiane, Laos in September 2014 (now One Asia Lao Sole Co., Ltd.), in Bangkok, Thailand in June 2015 (now One Asia Lawyers (Thailand) Company Limited), in Yangon, Myanmar in November 2015 (now One Asia Lawyers (Myanmar) Company Limited) and in Ho Chi Minh City, Vietnam in October 2019 (now Aura Consulting Company). Today, as a member of the One Asia Lawyers Group with offices in ASEAN, South Asia, Oceania, and the United Kingdom, it provides seamless cross-border services, primarily to Japanese companies.
In Cambodia, JBL Mekong works in partnership with MAR & Associates Law Firm(the Cambodia member firm of the One Asia Lawyers Group) represented by Mr. Mar Samborana, to provide across a wide range of fields.

- Incorporation Procedure
- To do business in Cambodia, a foreign company must establish a local company or branch office. Our Japanese staff will support you in all aspects of setting up such an entity, including structuring.
- Amendments/Changes to Corporate Information
- Changes to corporate information, such as a transfer of shares, a change of directors or a change of registered address, require procedures at the Ministry of Commerce, the General Department of Taxation, the Ministry of Labour and Vocational Training and the relevant licensing ministries. Our Japanese and Cambodian staff will communicate directly with you and your staff to ensure that your corporate information is updated smoothly.
- Dissolution Procedure
- Dissolving a company in Cambodia takes more than one year. Our Japanese and Cambodian staff will support you throughout the process, and once the dissolution application has been filed, the remaining procedures can be handled from overseas by telephone, video conference and courier.
- Permit/License Application and Trademark Registration

Permits and licenses are required for industries such as construction, restaurants, hotels and real estate. We provide comprehensive support for permit and license applications and trademark registration, including preliminary research.
- Consultation Service for Labor Affairs
- Hiring employees, including expatriates, involves various procedures such as registration with the Ministry of Labour and Vocational Training and the National Social Security Fund (NSSF). Through close communication with your local staff, we ensure that no required procedure is missed.
- Tax Filing Support and Tax Audit Support
- After incorporation, companies in Cambodia are required to file monthly and annual tax returns. Our accounting team, led by a Japanese certified public accountant, provides comprehensive support from tax filing through to tax audit response.
- Legal Research Service
- We conduct legal research to support the launch of new businesses in Cambodia. We also keep you informed of updates to laws and regulations as they occur, so that you can remain compliant while doing business in Cambodia.
- Translation Services
- We provide translation of laws, regulations, contracts and other documents between Khmer, English and Japanese.
